Kim framed the sequencing adjustments as a strategic move to better align with the Host Community Agreement rather than a retreat from commitments.

The company maintains it will deliver core components including an event center, 100 hotel rooms and required food and beverage offerings by the scheduled opening. However, Bally's president George Papanier revealed to Chicago city officials last week that about 12% of planned amenities are being reevaluated due to market conditions. The full hotel buildout of 500 rooms will proceed on a modified timeline.

VGT proliferation impacts project economics

The Illinois Gaming Board has approved 65 VGT license applications in Chicago since January's legalization, creating revenue concerns for Bally's. This development followed contentious city council budget negotiations where Mayor Brandon Johnson opposed VGT expansion but was overruled by the legislative majority. The company announced $560 million in financing from WhiteHawk Capital Partners to fund pre-construction planning and general corporate needs. This capital injection maintains momentum for one of three downstate New York casino licenses awarded last year, alongside Resorts World New York City and Hard Rock's Metropolitan Park.

Kim emphasized the financing provides flexibility to pursue additional capital opportunities while keeping the Bronx project on schedule. Bally's anticipates beginning construction this month, with a single-phase opening targeted for 2030 if timelines hold.
